Consumers do have a right to be heard and having the filter on by default undermines that right. Not that they should be filtering reviews by default as it is a consumer rights violation. Valve's shown they were hypocrites when it goes the other way. It definitely should be on by default, though, as the vast, VAST majority of gamers care more about whether a game is fun than whether there is some overblown "controversy" surrounding it. Luckily, people who prefer their aggregates unfiltered have the option to disable the filter. We define an off-topic review bomb as one where the focus of those reviews is on a topic that we consider unrelated to the likelihood that future purchasers will be happy if they buy the game, and hence not something that should be added to the Review Score.
